What does the IAC do?

Curious if this could be my problem. I washed the Rzr a fee weeks back and it wouldn't start after, figured something electronic let moisture in and needed to dry out. Nope, still to this day in order to start when cold I have to throttle it like a carb motor. It will start, sputter a little and after a slight rev it seems like it clears out and runs perfect after that. I can hear the IAC cycle after shut down, but didn't know if maybe something fouled it or....

Replaced plugs, they were good, but were about due, didn't help...
