is it true dealers can only sell oem bumpers/roof/kickers as a bundle?

I already own the roof and rear bumper.. (craigslist).. I spoke to a dealer this morning and they said they can only sell the front bumper if I buy the whole bundle... is this true? has anyone else experienced this...
