Mount HIDS high or low?

I have a 30" LED light bar on the roof and am adding 55w HIDs. Easy mount is low on the front bumper. My goal is for the HIDs to give me more distance light. Is a lower mount height going to do the best job? I ride in desert/dirt with some dust (Ocotillo Wells).
